This helper template calculates periods for French certifications for singles and videos, as stated in Syndicat National de l'Édition Phonographique#Singles

It returns:

Before November 1, 1988 Before March 1, 1991 Before May 1, 2005 Before July 1, 2009 Before 1 March 2013 Before 1 January 2016 Before 27 April 2018 27 April 2018 and onward

Returns 0 if the data provided is not sufficient.
