(Remove the "civility restriction" which was deemed ineffective and unenforceable in 2018 https://en.wikipedia.org/wiki/Wikipedia:Administrators%27_noticeboard/Archive303#Proposal_to_modify_Template:American_politics_AE All editors are under the Civility policy anyway. Also removing the "consensus required" sanction which has its own issues and is being used less frequently elsewhere and is uncommon in this topic area. This is permitted because User:John, who placed the sanctions, is retired)
