It encourages unregistered users to create an account; this helps keep track of who's who and also will allow them to use several tools (e.g., creating a page, moving a page, etc.) as described above. This is to be used on talk pages of IP addresses that have been working constructively on the encyclopedia with a good chance of becoming a member (as opposed to IP addresses that have only corrected a typo on a single page, for example).
