This template creates the heading for a CanElec1 byelection table.
Usage:
- {{CanElec1-by|1 July 1867|reason}}
Where the first parameter is the date of the by-election (1 July 1867 in this example).
The second optional parameter specifies the reason for by-election, or other descriptive summary text.
For general elections, use the {{CanElec1}} template for header.
For each row (candidate/party/votes), use the {{CanElec1Row}} template.
