Which flag to use?
Until 15 September 1935 there was a dual-flag arrangement where both the old empire flagFile:Flag of Germany (1933–1935).svg and a swastika flag with a central disc23x15px were authorised for use as a national flag of Germany. From 15 September 1935 the swastika flag with a central disc remained the flag of the National Socialist German Workers' (Nazi) Party and a swastika flag with an off-centred discFile:Flag of Germany (1935–1945).svg became the national flag of Germany, use of the old empire flag was no longer authorised.
For the period with the dual-flag arrangement the empire flag can to an extent be considered a non-political flag that was familiar to people because of its historical usage, whereas the swastika flag with a central disc was very closely associated with the new regime.
