The hook confuses me slightly: I found the repetition of "Coldwater Fishery" and "Migratory Fishery" clunky, especially given the capital letters. I read the article, and then the PA DEP documents, and I can't work out what the difference between a designation and the existing use is? Is there a relevance to the repetition, or is this just bureaucracy? Either way, I don't find the hook at all interesting: a river is used for fishing, and has official designations relevant to that.
