This helper template calculates periods for French certifications for singles and videos, as stated in Syndicat National de l'Édition Phonographique#Albums
It returns:
| Before November 1, 1988 | Before July 1, 2006 | Before July 1, 2009 | July 1, 2009 and onward |

Returns 0 if the data provided is not sufficient.
