The hook needs rewording to cater broad audience. Readers would not know where Telangana is and what Modi ministry is. Keep in mind the international audience of Wikipedia. Write hook in such a way that anybody from anywhere find it interesting and understandable. He was a minister and no longer serves as one. So something more interesting would be a better hook.
