I think it does, as best as I can tell. I do have the concern that some might find castration too objectionable for a "Did you know?" entry, but that is not one of the criteria for determining the suitability of the hook and we have WP:UNCENSORED. It does focus on a negative aspect of his life, but the criterion about undue negative fixation specifies that it only applies to living persons. Sumner has been dead for over 110 years, so I do not believe I can object to the hook on those grounds. Quid pro quo fulfilled?

- Thank you very much for the thoughtful review. About the issue that you raised, part of my reasoning is that it makes the hook "hook-y" in the sense of intriguing the reader. --Tryptofish (talk) 21:22, 22 July 2018 (UTC)
