This template should be edited twice a year, when North America's clocks go back and forward, to make it 0 in winter and 1 in summer.
The changes are automated.
The parameter "offset" is for alternate UTC offsets and takes the values "-3.5", "-3:30", and any integer between "-4" and "-10". It defaults to EST.
